中国人民大学医改研究中心主任、社会保障研究所副所长王虎峰说，异地就医直接结算，对于长期异地定居、异地工作或者疑难重症异地住院的人来说将是重大便利。

防堵漏洞保证“救命钱”安全

各省区市相对独立的医保体系，不仅异地结算不方便，而且有漏洞。一些大医院门口的“号贩子”同时还有一个“兼职”，就是“开发票”。

据了解，因为全国的医保系统没联网，个别人花钱买大额“住院发票”，还包括“住院明细”“收费清单”等，然后回去报销。全国人大代表、山东省卫计委副主任仇冰玉认为，全国联网后既能方便参保人，也能堵住这个“骗保漏洞”。

审计署今年1月24日公布我国基本医疗保险和城乡居民大病保险等医疗保险基金专项审计结果，发现挤占挪用、骗取套取、违规收费等违法违规问题共涉及15.78亿元。原因之一是大多数省份虽已实行省内医保异地就医直接结算，但覆盖的医疗机构还不多，一些不法分子正是利用制度中的漏洞，通过虚假异地发票骗取医保基金。
