医疗和教育是每个人都需要的福利，政府在经济允许的情况下应该尽量满足，而政府税收收入的主要部分应优先投入到医疗和教育中，促进国家长期发展。另一方面，当政府经费有限，无法提供所有人医疗和教育时，个人也应当支付部分医疗和教育费用。
