抓好五个关键环节, 搞好物资招标采购
摘要:目前,根据调查发现企业物资采购成本占施工企业成本的一半以上,据悉,降低1%的采购成本可以提高5-10%的利润。因此,落实物资招标采购是降低和控制项目成本的重要手段。然而,由于对物资招标采购过程中某些环节工作不细,控制不严影响了招标采购效果,从而制约项目的成本控制。本文结合笔者多年的工作经验,从实际出发,以抓好前期策划、市场调查、信息公布、资质评审和集体评标等五个关键环节为主,对做好物资招标工作进行了探讨。

Abstract: at present, according to the survey of enterprise material purchasing cost accounts for more than half the cost of the construction enterprise, it is learnt, to reduce procurement costs 1% can improve the profit of 5-10%. Therefore, the implementation of procurement is an important means to reduce and control the project cost. However, due to some links of procurement process is not fine, lax control influence the bidding results, so as to control the project cost control. In this paper, combined with the author’s many years of work experience, from a practical point of view, the five key links to pre planning, market research, information release, qualification and collective evaluation, to do the material bidding work is discussed.

一、抓好前期策划,为招标采购做好充分准备
凡事预则立,不预则废。搞好招标采购的前期策划,是决定招标采购成功与否的基本前提。没有周密的,具有预见性和灵活机动的招标采购策划,招标采购工作容易陷入盲目和被动,很难取得预期效果。
物资招标采购的前期策划工作主要包括以下几个方面的内容。
1、统一思想,达成共识。
观念决定思路,思路决定出路。全面推进物资招标采购,首先要统一领导班子的思想认识。领导班子必须认真学习招标采购的有关制度和文件,加深对招标采购重要作用的理解,提高集中招标采购对节约成本的思想认识,增强招标采购工作的自觉性,把物资的集中统一招标采购纳入工作重点和议事日程。
2、成立组织,加强领导。
为了确保招标采购工作的顺利实施,要成立以主管领导主责,物资部门牵头,技术、财务、计合和试验部门配合,纪检监察部门参与监督的物资招标采购领导
