浅析农村集体经营性建设用地的入市

摘 要 进入新世纪，中国取得令世人瞩目的成就，经济体制也不断地快速转轨，人口、资源、环境等发展条件以及思想文化不断地变化，生产力也不断地提高，中国经济面临着新的机遇和挑战。土地作为人们赖以生存的基础，发挥着越来越重要的作用，关于农村集体土地的改革已经迫在眉睫，而农村集体土地制度改革是一个重大而复杂的命题，必须找准切入点，从关键的征收制度改革入手，撬动现代农村集体土地产权制度建设，同时配以国家财税、金融、教育、医疗、司法等制度的健全完善。

Abstract Entering the new century， China can make remarkable achievements， the rapid transition of economic system is also constantly， population， resources， environment and development conditions， such as the ideological and cultural change， also continuously improve productivity， Chinese economy is facing new opportunities and challenges. The land as the foundation of the people live， is playing an increasingly important role on the reform of the rural collective land is imminent， and the rural collective land system reform is an important and complex proposition， must find out the breakthrough point， from the tax system reform， move the modern rural collective construction land property right system， at the same time， with the national taxation， finance， education， medical treatment， judicial system， such as sound perfect. 1 农村集体经营性建设用地入市的背景
改革开放30多年以来 ，随着生产力的不断提高，中国的经济发生了巨大的变化，这就使得与原来生产力发展相匹配的社会制度跟不上生产力发展的要求，因此在刚刚召开的《中共中央关于全面深化改革若干重大问题的决定》里面深化了土地制度改革，集体土地入市的概念，这具有积极的意义。
